Independence voters to decide where nearly $200 million goes in April

INDEPENDENCE, Mo. (KCTV) - It’s in the voters’ hands.
For the first time in Independence history, on Dec. 16, the city council voted unanimously to put three general obligation (GO) bond questions on the April 8, 2025, ballot.
The three questions equal $197 million and include everything from public safety to maintenance on historic sites, and beyond.
Question 1 asks for $130 million to build a new justice center and acquire the animal shelter currently owned by Jackson County.
Question 2 asks for $55 million to improve roadways, bridges, and sidewalks outside seven different elementary schools in Independence, Fort Osage, and Blue Springs (within the ISD).
Question 3 asks for $12 million for deferred maintenance on historical sites including Vale Mansion, the Bingham Wagner Estate, and the Truman Memorial Building, as well as for the Independence Athletic Complex.
The city said the debt levy would be paid back through homeowner’s property taxes, an estimated $0.82 per every $100 assessed. So the more a property is worth, the more one would pay.
