KANSAS CITY, Mo. (KCTV) - After fielding multiple complaints about a towing company, prosecutors have filed 18 felony charges against the business owner and his mother.

Donald Adamson and Lannette Adamson were each charged with four counts of stealing, four counts of forgery and one count of harassment on Thursday.

Donald, 43, owns Metro Tow and Transport, while his 66-year-old mother Lannette is an employee at the business.

The Jackson County Prosecutor’s Office alleged that the two suspects have “acted in concert to allow the company to tow vehicles illegally without proper authorization; falsified required 4669 Forms; and made it extremely difficult for victims to retrieve their vehicles.”

Probable cause documents alleged that the Kansas City Police Department has fielded “numerous complaints” about Metro Tow over the last several years, including recently. Those complaints include fees in excess of municipal ordinance, difficulty in retrieving towed vehicles and even people losing cars after the company applies for titles through the Department of Revenue after citing cars as abandoned property.

Prosecutors alleged that Metro Tow had used copies of signatures on DOR Abandoned Property Report 4669 forms (used on properties that remain unclaimed for 10 days). One victim was unable to retrieve his car because he had to pay in cash, another was told her car was towed for being in a fire lane when there were no signs or markings in the area with that designation.

The court document alleged Metro Tow submitted paperwork on towed vehicles with copies of signatures, rather than an actual signature that is required by law.

Another victim claimed an employee at the towing company refused to speak with her at the time of her appointment to pick up a towed vehicle. When she was told she could retrieve her car because of a technicality with the bill of sale, the towing company would not let the woman get her purse, house keys or work keycard out of her vehicle.

As law enforcement reviewed 4669 forms, police saw that Lannette Adamson was connected with more than 250 out of 329 forms. “The name appears to be photocopied or digitally affixed to each document,” the probable cause document stated. “Based on the timing and wide variety of locations, it is difficult, if not impossible for LS Adamson to have been physically present for all of the tows that list LS Adamson as the Owner, Lessee, or Property/Security Manager.”

The bond for each suspect was set at $100,000 and as of Tuesday, they remained in the Jackson County Detention Center.
