Man who shot, paralyzed victim over dolly could spend life behind bars
KANSAS CITY, Mo. (KCTV) - A Kansas City man could spend the rest of his life in prison after he allegedly shot and paralyzed a man over a dolly.
Jackson County, Missouri, Circuit Court records filed on Friday, April 11, indicate that Patrick S. Regan, 44, of Kansas City, has been charged in connection with the shooting.
A probable cause statement filed by the Kansas City Police Department revealed that just after 1:30 a.m. on April 8, law enforcement officials were called with reports of a shooting.
When first responders arrived at the scene, they said they found a victim who suffered an apparent gunshot wound to his stomach. He was rushed to a nearby hospital, where he required emergency surgery. Ultimately, he was left paralyzed as a result.
The victim reported that a man, later identified as Regan, approached him in a red pickup truck and asked to borrow a dolly. When Regan was informed the property was not the victim’s to loan out, he became upset and allegedly shot him.
Later that evening, law enforcement officials said they spotted the suspect vehicle near E. 12th and Winchester Ave. when they attempted to stop the driver, Regan. However, Regan refused to pull the vehicle over and sped west on 12th St. as he drove into oncoming traffic.
Investigators noted that Regan crashed the pickup at Benton Blvd., where he got out and ran. Meanwhile, the truck he had been driving was found to be stolen. Regan was found a short while later hiding underneath a nearby vehicle.
Once in custody, KD said Regan denied involvement in the shooting and claimed to have bought the stolen pickup for $100 the day before. As a result, he has been charged with assault in the first degree, armed criminal action, tampering with a motor vehicle and aggravated fleeing a stop.
If convicted, Regan could face up to life in prison. A bond review hearing has been scheduled for 10 a.m. on Monday, April 21, with a preliminary hearing expected at 2 p.m. on May 14.
As of Thursday, April 17, Regan remains behind bars with no bond listed. No further information has been released.
