KANSAS CITY, Mo. (KCTV) - Charges have been filed against a Kansas City man following a fatal hit-and-run from late last week.

Jackson County Prosecutor Melesa Johnson announced charges Monday against 55-year-old Anthony Milligan after surveillance video showed what she said was “a deliberate fatal hit and run incident.”

Milligan is charged with second-degree murder and armed criminal action.

Court records said Kansas City, Missouri Police Department were dispatched to the 3700 block of East 51st Street on Thursday, April 17, regarding a hit and run and found the victim on the street.

That man, later identified as 50-year-old Terry Lindsey, was transported to an area hospital and pronounced dead a short time later.

Originally, KD said its Accident Investigation Unit detectives responded to the scene for what was called in as an injury accident.

Court documents said Milligan called police shortly after the incident and said he ran over Lindsey with his car, claiming he’d been robbed by Lindsey on Wednesday and thought he was being robbed again.

Milligan told police Lindsey was pulling on his car’s door handles so he attempted to reverse his vehicle and accidentally ran him over.

However, surveillance video from the scene showed Lindsey walking into a parking lot toward Milligan, who was in his vehicle. As soon as Lindsey walked to the front of the vehicle, court records said Milligan drove forward at him. When Lindsey backed away onto a median on the street, Milligan drove onto the median at him.

“The video shows the defendant repeatedly driving at the victim as he tried to escape,” Johnson said in a release Monday, claiming when Lindsey tried to take shelter in the grass, Milligan ran over the curb and onto the grass, accelerating to strike the victim with the front of his vehicle.

Milligan is being held in the Jackson County Detention Center on a $250,000 bond.
