Man accused of firing gun when confronted about speeding in KC community

KANSAS CITY, Mo. (KCTV) - Charges have been filed against a man who is believed to have fired shots at his neighbor after he was confronted about speeding through the community.

Clay County, Missouri, Circuit Court records filed on Thursday, May 22, indicate that Bryan J. Alicea-Torres, 28, of Kansas City, has been charged in connection with shots that were fired at his neighbor for allegedly confronting him about his speed.

A probable cause statement filed by the Kansas City Police Department revealed that around 10:35 a.m. on Wednesday, law enforcement was called to the area of N. Belleview and N. Dennis Ave., near the Lakeview Terrace Community Center, with reports of a disturbance that involved a firearm.

When first responders arrived, they said they found the victim who reported Alicea-Torres regularly sped through the neighborhood. When he sped through on Wednesday, the victim decided to follow him in his vehicle and confront him.

However, during the interaction, investigators said the victim claimed Alicea-Torres reached for a gun, which caused him to fear for his life and drive away. At least one gunshot was heard as the victim left the area and returned home.

A short time after he returned home, the victim and a witness reported that Alicea-Torres confronted him on his property and attempted to provoke him into a fight. Alicea-Torres is believed to have smacked the victim during the incident.

A witness told investigators she believed Alicea-Torres brought the firearm into his home before police arrived. He was taken into custody and booked into the Clay County Detention Center as a result.

Court documents indicated that during an interview with investigators, Alicea-Torres itted he shot the gun during the first interaction out of fear that the victim had a firearm, despite no gun being displayed. He then claimed his wife had been harassed by the victim, which is why he returned and smacked the victim.

As a result, Alicea-Torres now faces charges of unlawful use of a weapon and assault. If convicted, he could be sentenced to up to 5 years behind bars and be ordered to pay a fine of up to $12,000.

An arraignment has been scheduled for 11 a.m. on Tuesday, May 27. As of Monday, May 26, Alicea-Torres no longer remains behind bars as his $40,000 bond has been posted. No further information has been released.
