Jackson County begins mailing property value change notices for 2025

KANSAS CITY, Mo. (KCTV) - The Jackson County Assessor’s Office has started mailing property value change notices to property owners for 2025 as the Missouri State Auditor has escalated a battle over data from inspections done two years prior.
The County said it is voluntarily complying with a modified 2025 assessment order issued by the Missouri State Tax Commission. Missouri law requires all counties to reassess real estate in odd-numbered years to reflect fair market value.
Officials said notices are being sent out in phases throughout the week and said some residents may have already received theirs.
The county said residents should know these key points as the process plays out:
- Review your notice carefully
- “Your notice reflects the estimated assessed value of your property, based on the STC’s order,” county officials said. “It also includes instructions for filing an appeal if you disagree with the valuation.”
- This is not a tax bill
- The Assessor’s Office said it wants to remind residents it does not set tax rates.
- Appeal deadline
- The appeal deadline for residents who believe their property has been overvalued for 2025 is 11:59 p.m. on Monday, July 14. Appeals can be filed with the Board of Equalization.
- Senior property tax credit program

News of the mailing process for 2025 property value change notices comes a day after Missouri State Auditor Scott Fitzpatrick filed a court petition to enforce subpoenas related to assessments from 2023. Fitzpatrick and his office have been conducting an audit into the Jackson County Assessment Department since October 2023, after the Jackson County Legislature authorized the audit in that August.
In December 2023, his office released a preliminary audit stating that the Jackson Assessment Department failed to comply with state law, and property values that increased more than 15% are likely invalid.
