A man talked about his brother who was shot and killed by a Peoria police officer and said he struggled with mental illness and shouldn't have been shot. Andrew Cardon said his brother, Matthew Cardon, claims he was unarmed during the incident. Peoria police said Matthew attacked a mother and tried to kidnap her baby on Thursday night.
